Department of Defense Internal Memo

"Of all the documents I have collected, this is the one that
infuriates me the most. Why it managed to survive
intact and make it into my hands I will never know.
And sometimes I wish it had not. The contents of this
letter could have consequences of such a magnitude that I
have only informed a select few of my closest companions of
its mere existence.
"Of course, the letter leaves certain aspects quite vague,
but there is no doubt in my mind that it directly references
our own government's experiments with the undead.
While it is unlikely that they gave birth to these
monstrosities (due to the reports from overseas nations
before the U.S. breakout), it is now a nearly indisputable
fact that the government knew of their existence beforehand.
"If the U.S. government knew of the zombie creatures, how
could the situation have spun so completely out of control?
Why could they not be contained? Why were we not more
prepared? Why could we not save civilization? I
do not know if these questions will ever be answered."
